The Committee on Macroeconomic Policy, Poverty Reduction and Financing for Development is one of the nine Committees that make up the subsidiary structure of the Commission. Its sessions are convened every two years, and attended by senior government officials and experts from the ministries of finance, planning and development, and foreign affairs, and representatives of central banks, think tanks, the private sector, regional financing institutions, development partners and United Nations agencies, as well as eminent experts.

 

The COVID-19 pandemic has caused immense human suffering across the globe and triggered the worst economic and social crisis in generations. Although Governments across Asia and the Pacific have responded aggressively to mitigate the immediate impacts of the crisis, several policy gaps and uncertainties remain. The pursuit of SDGs has also become much more challenging. The policymakers not only need to ensure economic recovery, finance rising fiscal deficits and address debt sustainability concerns, but to do so in a manner that is consistent with the ambitions of the 2030 Agenda for Sustainable Development.

 

To this end, the third session of the Committee on Macroeconomic Policy, Poverty Reduction and Financing for Development, to be convened virtually from 20 to 22 October 2021, will discuss a range of economic policies and innovative financing strategies that are needed to cope with such multifaceted challenges. Enhancing availability of financial resources and improving the alignment of available public and private investments with Sustainable Development Goals are critical in helping policymakers to transform their economies towards an inclusive, resilient and sustainable development pathway.

 

To complement the deliberations of the Committee and to enrich the experience of participants, various analytical and knowledge products will be shared and high-level panel discussions organized, along with special side events, such as a Regional Conversation on Financing for Development.

Overview

The third session of the Committee on Macroeconomic Policy, Poverty Reduction and Financing for Development will take place from 20 to 22 October 2021. It will be conducted in a virtual format only through the KUDO videoconferencing platform. The live broadcast will be available for audiences. Online participation

Owing to the limited number of connections available, the online participation via KUDO of members, associate members and Member States of the United Nations that are permanent observers of the Commission will be prioritized.

For the session to proceed as smoothly as possible, given time constraints, it is requested that country interventions should be brief (4 minutes) and focus on the substantive agenda items only and directly address the specific issues for discussion. This will allow the Chair to give an opportunity to all countries to present their point of view and contribute to the discussions. After the Committee session, an evaluation of the virtual meeting will be undertaken to capture your feedback and recommendations for the secretariat to take into account when planning future meetings.

Letter of credentials and online registration

Each delegation is required to submit a letter of credentials, duly signed by the appropriate  authority of the respective Government, at the earliest convenience but before 28 September 2021. Only delegates who appear on the credentials will be recognized in the list of participants.

Each delegate who appears in the aforementioned letter of credentials is required to register online as soon as possible at https://meetings.unescap.org/auth/login.html. Only registration of accredited delegates will be accepted.

 


 

Country interventions

To participate in deliberation, delegates are requested to complete the speakers request form to identify which members of the delegations will have a speaking role during the session. The secretariat will send a link to the KUDO session only to those accounts identified on the form. Please note that the KUDO link is not transferable. 

A guide to using the KUDO videoconferencing platform will be shared in due course with members of each delegation assigned to speak during the session. KUDO users will also be invited to a test-run prior to the session to familiarise themselves with KUDO, test the connection and ensure a smooth online participation. All KUDO users are strongly encouraged to join the test-run, especially those who will join the KUDO platform from a meeting room, so they can see if the meeting room's conference/AV system is adequately linked to KUDO.

Documents and interpretation

Pre-session documents are available in the four official languages of the Commission (Chinese, English, French and Russian) and will be posted on the official documents page of the Committee website when they are issued.

The session will be conducted in the four official languages of ESCAP  -  Chinese, English, French and Russian - with live simultaneous interpretation available in the conference room via KUDO videoconferencing platform. Details on how to choose an interpretation on KUDO will be provided in the KUDO participation guide. Participants following the proceedings via the live webcast on YouTube may also be able to choose among the four official languages.
