The increasing importance of sustainability and climate disclosure, and its implications for Mongolia was the focus of a workshop co-hosted today by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Mongolian Sustainable Finance Association (MSFA).

Mongolia faces unique physical and transition climate risks that directly impact its financial sector. Adopting robust disclosure and reporting standards can enable banks to identify and manage climate-related risks more effectively. Appropriate risk management can safeguard against potential financial losses and contribute to Mongolia's broader climate resilience efforts, aligned with the nation's commitment to the Paris Agreement.

ESCAP has been supporting the government of Mongolia since 2023, through a collaboration with the Bank of Mongolia and contributions from the NDC Partnership, to green Mongolia’s banking system.  During the workshop, details of upcoming guidelines on disclosing climate-related risks for Mongolian banks, jointly developed by MSFA and ESCAP at the request of the Bank of Mongolia, were also shared. The guidance is designed to equip Mongolian financial institutions and policymakers to better identify, manage and report climate change-related risks and sets out best practices and recommendations for Mongolia’s financial sector to align its disclosure reporting with international standards.

National and international partners including the Financial Regulatory Commission, Trade and Development Bank of Mongolia, the Green Climate Fund, UNDP, the Canadian Trade and Investment Facility (CTIF), and the Global Reporting Initiative also supported the workshop.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) held an Expert Group Meeting on Harnessing Innovative Technologies to Advance Green Transformation for Sustainable Development in North and Central Asia in Almaty, Kazakhstan, from 26 to 27 March 2024.

The meeting took place in the context of the final year of the Vienna Programme of Action for Landlocked Developing Countries for the Decade 2014-2024. While North and Central Asia has made some progress in implementing the Vienna Programme of Action, ongoing multiple crises have exacerbated the vulnerabilities of landlocked developing countries in the subregion.

“Innovation and technology hold immense promise as drivers of green transformation, but they must be deployed judiciously and inclusively to ensure that no one is left behind. By fostering collaboration, knowledge-sharing, and technology transfer, we can unlock new pathways towards sustainable development that benefit all actors of society,” said Nikolay Pomoshchnikov, Head of the Subregional Office for North and Central Asia of ESCAP.

Speaking at the event, H.E. Askar Zhambakin, Vice-Minister of Digital Development, Innovations and Aerospace Industry of Kazakhstan, further underscored “As we explore the possibilities offered by cutting-edge technologies, we must remain mindful of the need for inclusivity, equity, and accessibility. Digital transformation must be inclusive, reaching even the most marginalized communities and empowering them to participate fully in the transition to sustainability.”

The Expert Group Meeting served to enhance the awareness and understanding of policymakers on the potential of innovation and technology in accelerating green economic transformation for sustainable development, existing barriers to innovation and concrete solutions. Experts also assessed the impact of innovation and technology-related policies on digital development, sustainable transport and climate-smart agriculture to address persistent development challenges and negative impacts of multiple crises in North and Central Asia.

Experts further proposed concrete recommendations to policymakers on integrating innovation into sustainable development strategy and enhancing regional cooperation with a view to the Third United Nations Conference on Landlocked Developing Countries in June 2024, in Kigali, Rwanda.

The urgency of harnessing technology to drive green transformation for sustainable development is increasingly being recognized in North and Central Asia. The Euro-Asia Call for Action, adopted at the High-Level Euro-Asia Regional Review Meeting of the Vienna Programme of Action in Bangkok, Thailand in August 2023, noted that limited technological sophistication remains a key constraint, particularly for the landlocked developing countries. It was also noted that emerging technologies could enhance development prospects, partially mitigate geographical and other challenges, and prevent and mitigate the risk of further deindustrialization of the economies of the subregion. Financial and technical assistance, and technology transfer are essential for successful transformation. The United Nations Special Programme for the Economies of Central Asia (SPECA) 2023 Economic Forum held in Baku, Azerbaijan, also urged countries in the subregion to consider new technologies and the sustainability of products and services in future planning, and to prioritize climate-resilient agriculture.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the International Development Research Centre (IDRC) today announced a new partnership to promote inclusive and sustainable economies in Asia and the Pacific.

“The Memorandum of Agreement between ESCAP and IDRC marks the beginning of a collaboration between our two organizations, and a steppingstone for deeper cooperation going forward. This partnership is underpinned by a shared commitment to mobilizing the private sector for inclusive and sustainable development. Together, our organizations will converge our efforts and resources to mobilize the private sector to prioritize people and planet alongside profit, which will be critical if we are to meet the ambitions of the Sustainable Development Goals,” said Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of ESCAP on the occasion.

Through this partnership, policy research will be conducted on mobilizing the private sector to contribute to positive development outcomes, with a particular focus on gender equality and climate change. This knowledge will inform policy action through the development of measures that incentivize and facilitate greater contributions from private sector actors – including corporations, micro, small and medium-sized enterprises, and investors – to advance inclusive and sustainable development. In particular, the partnership will enable the sharing of knowledge and effective practices, enhancing the effectiveness of strategies and approaches across the region, including through the collaborative organization of seminars and learning events.

 “The partnership between IDRC and ESCAP is a catalyst for impact toward inclusive and sustainable economies,” said IDRC President Julie Delahanty. “By mobilizing the private sector, we empower communities, create opportunities, and build a future where prosperity is shared by all. This collaboration furthers our commitment to innovation and equality, driving us toward a world where economic growth is synonymous with social progress - where businesses thrive and every individual has the chance to prosper.”

To this end, as the first step of the partnership, IDRC and ESCAP will collaborate on the organization of the upcoming edition of the Feminist Finance Forum from 7 to 8 May in Bangkok, building on the momentum created during the first edition of the Feminist Finance Forum, convened in August last year. Bolstered by the partnership with IDRC, the second edition of the Forum will seek to engage more stakeholders in feminist finance, creating a unified voice and amplifying advocacy efforts.

Designed as a dynamic platform for action, the event will aim to foster meaningful discussions, leading to concrete recommendations and guidance for policymakers, investors, women entrepreneurs, civil society, and financial providers. Significant focus will be placed on advancing the discourse on investments in the care economy and the role of finance in reducing gender-based violence as well as the gender – finance – climate nexus. The Forum is set to propel these conversations forward, not only through in-depth discussions, but also by strategizing on how to extend the impact and insights gained beyond the event itself.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Mongolian Sustainable Finance Association (MSFA) today signed a Memorandum of Agreement to collaborate on advancing financial sector climate risk disclosure reporting in Mongolia. Under this partnership, ESCAP and MSFA will issue a report, along with capacity-building activities, setting out best practices and recommendations for Mongolia’s financial sector to align its disclosure reporting with international standards.

High-quality information and reporting are essential for making informed decisions and efficiently pricing financial risks. Critical to the stability and effective management of the overall financial system, an increasing focus of central banks globally is to establish clear strategies to measure the impacts of climate change and put in place effective procedures to identify and manage climate risks.

ESCAP has been supporting the government of Mongolia since 2023 in an effort to green Mongolia’s banking system. In partnership with the Bank of Mongolia and with financing support from the NDC Partnerships, the partners aim to create an ecosystem that is fit for purpose to address financial sector risks related to climate change.  Ensuring financial stability, hinges upon climate and nature-related disclosures and data from individual financial institutions. The collaboration with the Bank of Mongolia and MSFA will provide guidance to policymakers in the development of recommendations and guidelines to help improve market transparency, as well as to better identify and manage climate change-related risks to Mongolia’s financial system.

On 31 January, the Government of Sri Lanka launched its Strategy to Promote Inclusive and Sustainable Businesses to Achieve the Sustainable Development Goals. The Strategy was designed by the Sustainable Development Council of Sri Lanka, in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and United Nations Sri Lanka, to serve as a strategic roadmap for a strong and dynamic ecosystem where inclusive and sustainable businesses can not only emerge but thrive.  

Innovative and inclusive business models are emerging in Sri Lanka and demonstrating that it is possible to be commercially viable while achieving positive social and environmental impacts. From businesses that bring organic produce to the doorstep of the consumer while enhancing the income of farmers and adopting sustainable practices to businesses that train and employ persons from marginalized groups, these kinds of enterprises are demonstrating how the private sector can also be a force for good.

“Inclusive and sustainable businesses are more important than ever. They are different from business-as-usual as they put people and planet alongside profit and are therefore a critical accelerator if we are to get back on track with the Sustainable Development Goals,” said Armida Salsiah Alisjahbana, United Nations Under-Secretary-General and Executive Secretary of ESCAP at the launch of the Strategy today.

Actions under the Strategy cover five core areas:

  1. Setting the direction for Sri Lanka to become an inclusive and sustainable export and investment hub;
  2. Raising awareness on the economic and social value that impact businesses bring and recognizing local success stories, through award and formal accreditation;
  3. Building the capacities of businesses and governments to develop and to promote inclusive and sustainable businesses;
  4. Supporting impact measuring and reporting; and
  5. Enhancing access to finance for impact businesses.

The Strategy builds on and brings together for the first time the collaborative and cross-sectoral efforts of government agencies, private sector organizations and development partners, to shape an inclusive, sustainable and resilient economy. Also present at the launch was Sri Lanka’s Prime Minister Dinesh Gunawardena

New partnership empowers indigenous women entrepreneurs in Samoa with business development skills and access to finance

A six-month partnership has been forged between the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and the Samoa Victim Support Group (SVSG) to strengthen the business skills of Nofotane women entrepreneurs.

Nofotane women are indigenous women in Samoa who marry outside their home village and live in their husband’s village. They are often denied rights to decision-making within their homes and communities and are at risk of various forms of violence.

Through the SVSG/ESCAP Nofotane Business Development Training, the project aims to economically empower 100 current or aspiring Nofotane woman entrepreneurs from remote or rural areas of Samoa, by providing them with critical skills to promote business sustainability.

The project will begin by developing and piloting three business modules in priority areas critical to Nofotane women operating small and micro businesses. The modules will cover financial literacy, including accessing finance, marketing Nofotane products and assessing the quality of Nofotane products.

Throughout February 2024, the training content will be implemented during two-day workshops for 20 women in Savaii and 80 women in Upolu. Following the training sessions, the project will award seed funding of US$500 each to six selected Nofotane women entrepreneurs who have a good business case to expand their existing small business or open up a new small business producing Nofotane products. The six entrepreneurs will also receive mentorship and coaching sessions delivered by SVSG Village Representatives.

This project is implemented in the context of ESCAP’s Catalyzing Women’s Entrepreneurship (CWE) programme, which supports women’s entrepreneurship in Bangladesh, Cambodia, Fiji, Nepal, Samoa and Viet Nam, with funding from Global Affairs Canada.

This strategic new partnership is part of the CWE programme’s efforts to enhance the economic empowerment of rural and remote indigenous women entrepreneurs through grassroots interventions, and contributes to ESCAP’s efforts to break down barriers experienced by women entrepreneurs in establishing, managing, and developing an enterprise.

Childcare incubation programme launched to empower Fijian women entrepreneurs in the care economy

On 14 December 2023, in Suva, Fiji, a partnership between ESCAP, the Fiji Commerce and Employers Federation (FCEF) and the Women Entrepreneurs Business Council (WEBC) was kicked off with the launch of the Care Catalyst: Micro Business Women’s Childcare Incubation Programme.

The comprehensive six-month training initiative is designed to empower aspiring women entrepreneurs in Fiji interested in establishing and operating their own child daycare businesses. The programme will equip participants with the necessary skills, knowledge and opportunities for increased access to finance and support to establish sustainable and successful child daycare ventures that meet the increasing demand for quality childcare services in Fiji and contribute to the overall development of early childhood education.

By and large, women bear the burden of unpaid care work, which can impact their participation in the formal labour market, impede economic empowerment, and undermine their overall socio-economic status.

Fijian women comprise just 34 per cent of the labour force while they carry out 73 per cent of the unpaid household work. The care economy is a significant contributor to the Asia-Pacific economy. Recognizing and valuing this work is crucial for sustainable and inclusive economic development, and an important component of promoting women’s empowerment and gender equality.

Through supporting the development of childcare businesses in Fiji, the incubation programme is expected to have a significant impact on the country’s economy and society, providing working parents, especially working mothers, including women entrepreneurs, with access to affordable and quality childcare services.

The training programme will be open to 15 participants passionate about childcare entrepreneurship. Priority will be given to women from marginalized communities and those with limited access to business training and resources. The strongest three participants will be provided with seed grants of US$1000.

The initiative is implemented in the context of ESCAP’s Catalyzing Women’s Entrepreneurship (CWE) programme, which supports women’s entrepreneurship in Bangladesh, Cambodia, Fiji, Nepal, Samoa and Viet Nam, with funding from Global Affairs Canada. The incubation programme builds on successful CWE initiatives at the regional level, applying the approach at the local level, working directly with women entrepreneurs in the care economy.

To empower women business owners in Bangladesh to build resilience against risks to their livelihoods posed by climate change and support them in growing their businesses, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) has formed a partnership with Nari Maitree, a prominent women-led organization in Bangladesh committed to empowering women and enhancing their socio-economic status through capacity building, partnership building and advocacy. Through the partnership, a pioneering project will be implemented to fortify the resilience of women-led Micro and Small Enterprises (MSEs) to climate change impacts in Bangladesh.

The project focuses on enabling access to finance, providing tailored training, and fostering partnerships to bolster climate resilience among women-led MSEs. Specifically, support will be provided to women entrepreneurs to access finance for climate-related initiatives, alongside the provision of targeted training and capacity building to raise awareness on climate risks and offer guidance to integrate climate resilience into their business models, while establishing networks for women entrepreneurs to collaborate and share knowledge, fostering collective action on climate adaptation and resilience.

Only a small proportion of registered MSMEs in Bangladesh are led by women, most of which are micro and cottage enterprises, although there a large number of unregistered women owned enterprises. These small businesses are highly vulnerable to the adverse impacts of climate change and related economic shocks and setbacks. Moreover, small women-led business face barriers to accessing the finance needed build resilience against these risks and grow their businesses. More than 60 per cent of women in Bangladesh do not have access to finance due to institutional, cultural, social and economic barriers.

The initiative marks a significant stride in bolstering women’s entrepreneurship in Bangladesh, leveraging strategic partnerships and innovative approaches to mitigate the adverse impacts of climate change on small businesses led by women.

The activities kicked off on with the project’s first workshop held in Dhaka Bangladesh on 14 December 2023, bringing together women entrepreneurs to raise awareness on the impacts of climate change and its impact on businesses, which will be followed up by tailored mentoring and training.

The initiative is funded under ESCAP’s Catalyzing Women’s Entrepreneurship (CWE) programme, supported by Global Affairs Canada, implemented in Bangladesh, Cambodia, Fiji, Nepal, Samoa and Viet Nam. To date, the programme has directly benefitted 176,000 women entrepreneurs across the region through access to finance and enhanced skills to grow their businesses.

As the second phase of the partnership between ESCAP and the Presidential Agency for International Cooperation of Colombia (APC Colombia) draws to a close, unique opportunities for in-depth exchange between Latin America and Asia and the Pacific have been facilitated. Established in August 2022, the partnership has promoted policies for inclusive and sustainable economies in countries through learning and exchange across the two regions.

To this end, a diverse group of policymakers and industry leaders from Ecuador, Chile and Colombia convened in Delhi to participate in a study tour from 1 to 6 November 2023, focused on advancing investment in superfoods and indigenous foods. Participants comprised members of ESCAP’s Community of Practice (CoP) for Policy makers on the Green Transition of Business

As part of the programme, delegates participated in a roundtable discussion on South-South Complementarities in Indigenous Superfoods and Alternative Proteins hosted by Invest India. The event facilitated constructive conversations on attracting investments and promoting circular food systems, and the potential of superfoods and alternative proteins in driving the green transition in agriculture. Participants explored the role of specific government policies in catalyzing business transitions towards a green economy, echoing the global call for more initiatives and measures that inspire the private sector to pursue sustainable development. 

Delegates went on to participate in the Inclusive Business in Agriculture and Food Systems National Investment Dialogue, co-hosted by Invest India and ESCAP. The dialogue underscored the role of inclusive business models in creating positive social and environmental impacts while enhancing competitiveness in agriculture and food sectors, as well as the need for supportive policies to scale up inclusive business models in the region. 

South-South collaboration and knowledge exchange is critical in catalyzing the adoption of innovative approaches and strategies to promote sustainable agriculture. "The experience of participating in the study tour has benefitted my work in that I could broaden my network both in Latin America and India. It also allowed me to learn from the experiences of other countries and identify opportunities to apply in Chile," said Daniela Acuña, Deputy Director of the Bureau of Agricultural Studies and Policies at the Ministry of Agriculture of Chile.

Building on the success of this exchange, a further opportunity to bring together policymakers from both regions was facilitated in Cambodia, with a focus on financial inclusion. Hosted by the National Bank of Cambodia from 29 November to 1 December, the second study tour to be facilitated by ESCAP and APC Colombia brought together delegates from Central Banks and related Ministries from Bhutan, Cambodia, Colombia, Fiji, Malaysia and Nepal. Participants engaged in an intensive three-day programme of workshops and site visits designed to enhance cooperation and collective learning around women's financial inclusion.

Participants zoomed in on the particular constraints faced by women and solutions and policy approaches being leveraged to address these challenges. Discussions centred around sex-disaggregated reporting, client protection frameworks to support women, financial literacy, strategies to enhance women’s access and usage of digital financial services, leveraging industry engagement to address women’s financial exclusion, and the development of roadmaps and action plans to accelerate women’s financial inclusion.

Speaking during the opening, Rupa Chandra, Director of the Trade Investment and Innovation Division at ESCAP, underscored that “effective South-South cooperation can push forward this important agenda, enabling policy makers to avoid duplication of efforts and common pitfalls, share lessons learned, scale up what works, and accelerate progress towards an inclusive financial system.”

Echoing this sentiment, Paula Franco, head of the Financial Inclusion group from the Superintendencia Financiera de Colombia noted that “cooperation and building a community can play a key role in designing and implementing sound and evidence-based policies. Moreover, sharing knowledge and experiences from both regulators and Financial Service Providers is a great way to drive innovative ideas to promote financial inclusion. Financial inclusion with a gender perspective requires engagement from the private sector, so it is important to balance regulation and other kinds of incentives to catalyse the process.”

Reflecting on her key takeaways from the programme, Wati Seeto, Manager of Financial Inclusion and Market Conduct at the Reserve Bank of Fiji noted that “the study tour facilitated the opportunity to measure how far we have come in relation to other CoP members, share our successes and learnings and learn from successes and challenges faced in other countries. There is real value in sharing and learning from others.”

The meaningful exchanges and lasting relationships fostered through the partnership between ESCAP and APC Colombia are expected to contribute to catalyzing transformative policy approaches across Asia and the Pacific and Latin America, empowering participating policymakers to apply lessons learned to address inequalities and build more inclusive and sustainable economies in their respective countries.

The United Nations Economic and Social Commissions for Asia and the Pacific (ESCAP) and the National Bank of Cambodia (NBC) announced the development of the National Bank of Cambodia’s Sustainable Finance Roadmap, signifying the future collaboration through a Memorandum of Agreement (MOA) signing ceremony on Friday.

This initiative from the NBC, in partnership with the ESCAP, represents a significant commitment towards addressing climate-change-related risks and supporting the growth of green and sustainable finance, which will provide an opportunity for Cambodia to positively contribute to meeting its climate commitments and SDG goals.

ESCAP has collaborated closely with the National Bank of Cambodia (NBC) since 2019, engaging in capacity-building initiatives and providing technical assistance programs with concerted efforts aligning with the overarching objective of bolstering the expansion of sustainable finance in Cambodia.

The MOA represents NBC’s adoption of the first recommendation of the policy analysis titled ‘Green and Sustainable Financial Market Analysis: Financing Cambodia’s Future’ co-developed by ESCAP and NBC, which notes the importance of developing a roadmap and vision for sustainable finance.

The Sustainable Finance Roadmap aims to align Cambodia’s financial system with its broader sustainable development goals, specifically addressing climate change, promoting environmental sustainability, and including considerations to enhance social and economic well-being. Overall, the adoption of the roadmap would support Cambodia to create a more resilient and stable financial system that supports long-term economic and environmental sustainability.
